Lakeland Housing Authority (LHA) has successfully completed its annual 2026 Public Housing Utility Allowance Survey and Study, ensuring that resident utility allowances continue to accurately reflect current utility costs while maintaining full compliance with U.S. Department of Housing and Urban Development (HUD) regulations.

Conducted by The Nelrod Company's ResidentLife Utility Allowances®, the comprehensive study evaluated current residential electric, water, and sewer rates, analyzed utility consumption across LHA developments, and calculated updated utility allowances using HUD-approved engineering methodologies.

Supporting Residents Through Accurate Utility Allowances

Utility allowances play an important role in Public Housing by helping ensure that residents receive appropriate consideration for tenant-paid utilities. These allowances are reviewed annually and adjusted whenever utility provider rate changes meet or exceed HUD's established thresholds.

During the 2026 review, the study identified significant increases in local utility provider rates, including electric, water, and sewer services. As required by HUD regulations, Lakeland Housing Authority completed a full update of its utility allowance schedules to reflect these changes.

Engineering-Based Analysis

The study included a detailed review of utility consumption across multiple Lakeland Housing Authority developments, including:

  • Micro Cottages at Williamstown

Rather than relying on estimates alone, the calculations incorporate engineering models, historical utility consumption, current utility provider rates, seasonal usage patterns, and energy-efficient building features such as heat pumps, insulated construction, efficient windows, LED lighting, and water-saving fixtures.

HUD Compliance

The completed study was performed in accordance with HUD 24 CFR Part 965, Subpart E – Resident Allowances for Utilities, ensuring Lakeland Housing Authority continues to meet all federal requirements governing Public Housing utility allowances.

The report also includes supporting documentation, utility rate comparisons, engineering calculations, and recommendations that promote transparency while providing residents with confidence that utility allowances are based on current market conditions and accepted federal methodologies.
