David Samples, Chairman

Board Commissioner

David Samples

Bio

David Samples was appointed to the Lakeland Housing Authority Board of Commissioners in 2020 and was elected Chairman in 2025.

With more than 25 years of professional experience in banking and finance, Samples brings extensive expertise in:

  • Corporate finance
  • Commercial lending
  • Accounts receivable management
  • Credit risk assessment
  • Investment banking
  • Fraud prevention

He currently serves as Accounts Receivable Manager for Harrell’s LLC, a Lakeland-based, employee-owned company recognized nationally as a leading producer of custom-blended fertilizers.

Samples is committed to advancing the Lakeland Housing Authority’s mission through responsible, sustainable growth and the strategic expansion of programs and services. His efforts are particularly focused on addressing the growing demand for affordable housing throughout Polk County.

A native of Louisiana, Samples has lived in Lakeland since 1996. He and his wife relocated to Florida to be closer to family and raise their children.

  • Has been a member of The Lakes Church for 25 years and serves on a standing committee responsible for reviewing the church’s bylaws.
  • Sponsors children at an orphanage in Guatemala and participates in mission trips there with his wife.
  • Three of his children have served in the United States military; one is currently serving on active duty in the United States Navy.
  • Is a certified scuba diver.

Annie Gibson, Vice Chairman

Board Commissioner

Bio

Annie Gibson serves as Vice Chair of the Lakeland Housing Authority Board of Commissioners. She was appointed to the Board in 2022 and is deeply committed to advancing affordable housing initiatives and supporting the residents of Polk County.

In her role, Gibson focuses on:

  • Overseeing housing development projects
  • Reviewing development submittals and plans
  • Evaluating funding sources
  • Ensuring fiscal oversight and responsible budget management

Gibson brings more than twenty years of experience in the affordable housing sector. She previously served in the City of Lakeland’s Community and Economic Development Department in various positions, including:

  • Planning Assistant
  • Housing Administrator

In 2022, she retired from her role as Housing Programs Supervisor, a position she held for more than ten years.

In addition to serving on the Lakeland Housing Authority Board of Commissioners, Gibson currently serves as President of the Homeless Coalition of Polk County.

Michael Konen

Board Commissioner

Bio

Michael Konen was appointed to the Lakeland Housing Authority Board of Commissioners in 2024 and serves as a valuable member of the authority’s Sustainability Plan Review Committee.

Konen is an Associate Attorney with Peterson & Myers, P.A., practicing in the firm's Lakeland office. He is licensed to practice law in both Florida and Colorado and has experience in:

  • Civil litigation

  • Commercial litigation

  • Personal injury law

  • Wrongful death cases

In addition to his legal background, Konen brings substantial knowledge of housing authority operations to the Board. His interest in public and affordable housing stems from his upbringing. His father has served the Akron Metropolitan Housing Authority in Ohio for more than 40 years and currently serves as the agency’s Capital Projects Manager.

Prior to attending law school, Konen gained firsthand experience in housing administration as a Policy Analyst Intern with the Akron Metropolitan Housing Authority. This experience fostered a longstanding commitment to housing policy and governance, including a goal of serving on a housing authority board.

Konen relocated to Lakeland in the fall of 2022 to join Peterson & Myers, P.A., following a summer clerkship with the firm the previous year. He is originally from Green, Ohio, a suburb of Akron.

  • Serves on the Board of Governors of the Lakeland Bar Association.

  • Competed on Penn State Law’s American Association for Justice Trial Advocacy Team, helping lead the team to a Midwest Regional Tournament championship—the first such victory in Penn State Law history.

Stacy Campbell Domineck

Board Commissioner

Bio

Stacy Campbell-Domineck was appointed to the Lakeland Housing Authority Board of Commissioners in December 2024. She is a respected workforce development leader and has served as President & CEO of CareerSource Polk since 2006.

In her first year as a commissioner, Campbell-Domineck has played a vital role in the Lakeland Housing Authority’s YouthBuild Program, helping strengthen its partnership with CareerSource Polk. Her contributions include:

  • Assisting with securing additional funding for YouthBuild participants' biweekly stipends.

  • Supporting program graduates in finding employment opportunities.

  • Promoting workforce development pathways for youth and young adults.

Throughout her tenure at CareerSource Polk, Campbell-Domineck and her team have helped countless adults obtain job training and employment while creating meaningful internship, volunteer, and career opportunities for youth throughout Polk County.

She has also held numerous leadership positions within organizations across Polk County, including:

  • Chairperson, Heartland for Children

  • Chairperson, Polk County Citizens Healthcare Oversight Committee

  • Board Member, Early Learning Coalition of Polk County

  • Board Member, Lakeland Area Chamber of Commerce

Her leadership and community impact have earned significant recognition, including:

  • 2021 ATHENA Leadership Award from the Lakeland Area Chamber of Commerce for professional excellence and commitment to empowering women.

Curtisha James

Board Commissioner

Bio

Curtisha James was appointed to the Lakeland Housing Authority Board of Commissioners in 2025.

Born and raised in Lakeland, Florida, James has always had a strong desire to serve her community and contribute to initiatives that improve the lives of local residents.

James currently serves as an Accounting Clerk for Lakeland Electric. She is continuing her education and is working toward earning an Associate of Science degree in Accounting Technology. In addition, she is a commissioned Notary Public.

Her professional experience, commitment to personal growth, and dedication to community service bring valuable perspectives to the Lakeland Housing Authority Board of Commissioners.

Charles Welch

Board Commissioner

Bio

Charles Welch was appointed to the Lakeland Housing Authority Board of Commissioners in 2023. As a resident of Lakeland Housing Authority housing, he serves as an important liaison between residents, the Board of Commissioners, and the Chief Executive Officer.

Welch values his role as a resident advocate, ensuring tenants have opportunities to voice their concerns, share their perspectives, and participate in conversations that impact their communities. His service on the Board reflects a strong commitment to understanding housing authority operations, governance, and resident needs.

Born and raised in Lakeland’s Washington Park neighborhood, Welch has deep roots in the community he serves. In his late teens, he was drafted into the United States Army and served during the Vietnam War.

Following his military service, he returned to Lakeland and assisted with his father's lawn maintenance business. Over the course of his career, he worked for several local employers, including:

  • Publix

  • Florida Favorite Fertilizer

  • Harrell’s

He spent the majority of his professional career as a delivery driver.

Dewey Chancey

Board Commissioner

Bio

Dewey Chancey was appointed to the Lakeland Housing Authority Board of Commissioners in 2021.

Chancey is a seasoned professional in the field of fire and life safety, specializing in fire inspections and the testing of fire safety equipment. He serves as Managing Partner of Fire Pros Commercial Services, where he oversees the delivery of comprehensive fire protection solutions, including:

  • Fire extinguishers

  • Fire suppression systems

  • Exit and emergency lighting

  • Fire alarm systems

His extensive industry expertise provides the Board with valuable insight related to emergency preparedness, fire prevention, risk management, and public safety initiatives.

Beyond his service with the Lakeland Housing Authority, Chancey has demonstrated a strong commitment to community engagement through his participation in the Lakeland Police Citizens Police Academy.
